Program Implementation Plans for Pilots Filed by IOUs

SoCalGas, on behalf of itself, SDG&E, SCE and PG&E, has submitted an Advice Letter for approval by the CPUC to implement several pilot programs approved in D.13-09-044. (The utilities had submitted the comparable documents for the “Fast Track” pilots earlier; available here. All of these filings are also accessible on the SoCalGas website, Please see the Organization section for the Letter on page 2.

The pilot programs in this Advice Letter are:

  • Master-Metered Multifamily Financing Program (MMMFP)
  • Small Business Loan Program (SBLP)
  • On-Bill Small Business Lease Providers Program
  • Non-Residential Without Credit Enhancement (NWOCE)

Additionally,  in a separate Advice Letter PG&E submitted the PIP for the Energy Financing Line Item Charge (EFLIC) pilot, which will be conducted only in their service territory; see here (and also here for a related filing).

(The utilities have also submitted for CPUC approval their On-Bill Repayment Tariffs, as described in a separate posting, additionally, FYI, they made a presentation on the pilots and OBR tariffs to Financial Institutions, Presentation for FI industry.)


Utility Bill Payment History posted

The California IOUs have provided a historical monthly breakdown of utility bill payment history segregated by minimum customer classes of residential/ commercial, and industrial, for a period of at least seven year and 10 years if available, from Dec. 31, 2012, per the CPUC’s direction (ordering paragraph 12 of the final EE finance decision).  The  information is available at:

Data Working Group Final Report available

The Final Report of the Data Working Group was submitted today by Advice Letter by SoCalGas on behalf of the California IOUs.

“Fast Track” Pilots: Advice Letter and Program Implementation Plans Filed

Today SoCalGas, on behalf of itself, SDG&E, SCE and PG&E, submitted an Advice Letter (AL4562 Fast Track Advice Letter Submitted 11-19-13) for approval by the CPUC to implement the “Fast Track” pilot programs approved in D.13-09-044.  (Also accessible on the SoCalGas website,

The “Fast Track” pilots are the Single Family Loan Program (SFLP) and the Off-Bill Small Business Lease Providers (OSBLP) program. Program Implementation Plans (PIPs) for the two pilots are attached to the Advice Letter.

Additionally, in compliance with D. 13-09-044, the IOUs today submitted:

FYI, PIPs for the other EE financing pilots will be submitted in December.

Data Working Group Draft Final Report available

The Draft final report of the Data Working Group (DWG) is available for review.

The DWG Report proposes a set of data elements that should be collected for each residential and non-residential project, including borrower, property, project, and financing information at the time of the installation.  The data set also includes post-installation information on the performance of both the financing and the project.  These data elements were selected based on an assessment of various data “users” (financial institutions, policy makers, vendors, program administrators, etc.) and their “uses” for the data (what questions would the users want the data to answer).  The Report also sets out the sources of the data and a methodology for collecting, managing and providing access to the data, and addresses privacy issues and the use of data anonymization and aggregation.

The Public Workshop on Data for EE Financing will provide an opportunity for stakeholders and the public to discuss and comment on this draft final Report (see previous post, Public Workshop on Data for EE Financing: Nov. 13).

As authorized by the EE Financing Final Decision (available here), the IOUs will hold a Public Workshop, in consultation with the CPUC Energy Division, the California EE Finance Consulting Team, CAEATFA and others.  The Workshop will consider finalization of the Draft Report prepared by the Energy Efficiency Finance Data Working Group (DWG), which addresses relevant data elements for each pilot, sources, location, anonymization, management, and access.

The Workshop is public and open to all interested stakeholders and parties; it will be held 10 am – 2:15 pm, Wednesday, Nov. 13 in the Courtyard Room of the CPUC in San Francisco.  Before the Workshop an agenda and the draft Data Working Group report, as well as call-in information, will be circulated to the proceeding’s service list and posted on this site.

CPUC formally issues and posts final Decision

California PUC Unanimously Adopts Final Decision on EE Financing

The CPUC full Commission this morning unanimously adopted a final decision on EE Financing.

The most recent version of the Proposed Decision, Version 4 is now available online.  However, we understand some additional changes may have been made since the issuance of Version 4 and will post that information on this site once it becomes confirmed and publicly available, so pls check back here or the CPUC site regularly.

As you know, there is a huge set of innovative, important, ground-breaking – and exciting – activities now fully authorized.  And there will be a commensurate workload for the IOUs, CAEATFA, financial institutions, CPUC  staff, and other stakeholders and market actors.

Revised PD on 2013-14 EE Financing Programs Issued

CPUC Administrative Law Judge Melanie Darling today issued a Revised Proposed “Decision Implementing 2013-2014 Energy Efficiency Financing Pilot Programs.”  Among other actions, the Revised PD (156-pp. and 26 ordering paragraphs) authorizes several previously recommended pilots and actions including on-bill repayment (OBR) and a new California Hub for Energy Efficiency Financing (CHEEF).
