California EE Finance Hub Discussion Draft

Calif EE Finance Hub Design 9-11-12 Discussion Draft (upd)

This draft proposal describes the functions, structure and design of a proposed “California EE Finance Hub” designed to increase the flow of capital to EE projects. The Hub will offer a simple, streamlined structure through which energy users, financial institutions, EE providers and utilities can participate in a standardized “open market” that coordinates and facilitates application processing, underwriting, origination, funding, repayment, credit enhancements and other key functions. The Hub can serve numerous market sectors and is designed so that it can grow over time if successful in catalyzing the availability and use of low-cost capital that expands EE adoption, particularly deeper, comprehensive projects with greater up-front barriers, including first cost.

The Project Team is seeking questions, comments and recommendations from stakeholders on this Discussion Draft which focuses on the Hub’s role in Non-Residential EE.  Please provide your input by Thursday, Sept. 20.  Thank you.
